The World Bank has evaluated the performance of the Nigeria Identity for National Development (ID4D) project as satisfactory, acknowledging the progress made by the Nigeria Identity Management Commission (NIMC).
As part of the project’s goals, NIMC aims to issue the National Identification Number (NIN) to 148 million Nigerians by June 2024.

By December 2023, data released by the Commission revealed that 104.16 million Nigerians had been issued NIN, representing 70% of the target.
In its recent implementation report published on March 29, 2024, the World Bank stated that “NIMC is making satisfactory progress.”
Achievement Highlights
The World Bank highlighted several milestones achieved under the project. NIMC has updated its Android enrollment software to expedite the enrollment process. Updates include reducing the enrollment fields to 10 minimal fields and introducing two-factor authentication for enrollment officers, among other features.
Furthermore, the project has forged partnerships with humanitarian and civil societies to ensure the inclusive registration of women. Enrollment numbers have significantly increased, reaching approximately 45 million from about 15 million at the project’s onset, representing 59.4% of the targeted female enrollment.
The project also implemented child enrollment initiatives and school-based enrollment campaigns. Total child enrollment has reached 16 million, representing 31.1% of the targeted child enrollment.
Data Security
Addressing concerns about unauthorized access to the NIN database, the report noted substantial updates in various components of the National Identity Management System (NIMS), including front-end software, middleware solutions, and key life-cycle modules. These updates have enhanced safeguards and built-in data security measures.
Efforts are underway to improve the efficiency of the system to allow real-time NIN generation. NIMC is working on updating the back-end solutions, specifically involving ABIS and middleware vendors IDEMIA and Nadra.
Project Details
The ID4D project, initiated in 2019, is funded through an International Development Association (IDA) credit of US$115 million, with co-financing of US$100 million from the French Agency for Development and US$215 million from the European Investment Bank.
As of April 30, 2023, a total of $35.6 million had been disbursed for project implementation. The project’s objective is to increase the number of individuals with a national ID number issued by a robust and inclusive foundational identification (ID) system, facilitating their access to services.
