The Independent National Electoral Commission (INEC) has explained that the glitch encountered during the uploading of scanned images of Polling Unit (PU) result sheets in the February 25, 2023, presidential election was due to the inherent complexity within the system, making it difficult to anticipate and mitigate.
According to a 500-page 2023 Post-Election Report released on Friday, INEC revealed that the uploads for the National Assembly election results succeeded because the application identified the respective states and built a folder hierarchy for organizing the results.

However, attempts to upload the presidential election result sheets, which do not belong to or map to any state on the database, failed.
The report indicated that this failure was caused by the application’s inability to create and build a folder structure for organizing the uploaded images of the result sheets for the 2023 presidential election.
Despite the glitch, the first presidential election result sheet was successfully uploaded at 8:55 pm on February 25, 2023, after interventions to resolve the error.
INEC insisted that the glitch in the upload process did not affect the credibility of the election. Political party agents and security agents were given copies of polling unit results after they were publicly announced, and the results were displayed at polling units for scrutiny by voters.
The report highlighted that the Commission made improvements to the Result Viewing System (iREV) and implemented additional measures to build resilience and ensure stability and optimal operation. It also mentioned that additional quality assurance checks are now conducted before the conduct of any election.
The 2023 General Election was described as producing the most diverse outcome in recent Nigerian electoral history, with four political parties producing State Governors, seven securing Senatorial seats, eight winning federal constituencies, and nine in State seats.
The report emphasized the diversity and subtlety in the results across the geopolitical zones, attesting to the integrity of both the process and outcome.
